Personal Care Assistance (PCA) Choice and Community First Services and Supports (CFSS) Overview

Programs are available to Minnesota residents to help you control your services and supports. The Personal Care Assistance (PCA) Choice program and the soon-to-be Community First Services and Supports (CFSS) program let you find, hire, and manage your caregivers. Both programs are funded by state dollars, which you can use to pay for those caregivers. In some cases, you could even hire a parent or a spouse. You can also choose to use some of your budget to buy items that help you be more independent. Both of these programs help you live safely in your own home or community. 

Who the PCA Choice/CFSS serves  

  • People enrolled in Medicaid services
  • People who are eligible based on an MNChoices assessment done by your county or tribe  
  • People who live in their own homes  

With the PCA Choice/CFSS service option, You [Persons Served] Can… 

  • Hire employees you know and trust, including a parent or spouse 
  • Decide when and where you should receive services and supports
  • Manage the goods and services that help you live more independently in your home 
  • Be in charge of your own budget

  • Coordinating all enrollment paperwork
  • Conducting all required employee background checks
  • Handling time tracking, tax filings, and insurance concerns 
  • Processing payroll and issuing employee payments
  • Helping persons served and their families find qualified employees 
  • Establishing and maintaining files for persons served and their families
  • Helping to answer questions and resolve complaints 
  • Providing CARF accredited financial management service
