Everything you need to know about the 2023 EVV mandate

The Federal government mandated that workers and employees providing self-directed personal care (SDPC) must use EVV (Electronic Visit Verification). The mandate was enforced on May 1, 2023. 

The Federal mandate includes all participant-hired workers for IRIS and all employees for Family Care. (EVV has already been in effect for Personal Care Services and Routine Supportive Home Services for over two years.) This mandate also applies to people who work for agencies. Members and participants whose employees or participant-hired workers did not use EVV after May 1, 2023, may be disenrolled from their program

What is EVV? And why does it matter?  

EVV stands for Electronic Visit Verification. It uses technology to track who provides care, how long each shift lasts, and where the care is performed.   

EVV matters because the government wants to know that their Medicaid dollars (used to pay participant-hired workers and employees) are being spent correctly. It also reduces the risk of fraud, waste, and abuse of the Medicaid system. 

EVV makes sure that participant-hired workers and employees are being paid the right amount. And that the people receiving care are getting the right services in the right place.

How to Become EVV Compliant 

To be EVV compliant, employees and participant-hired workers enrolled in GT Independence must use the Caregiver App by GT to track time. The app works on tablets and smartphones. This is the reason that EVV (electronic visit verification) is also called mobile visit verification (MVV). Here at GT, we’ll just be using the term EVV to keep things simple.  

All hourly employees at GT Independence also use the Caregiver app to track time. So we understand how the app works and can quickly and easily provide support. 

How to Get Started With EVV 

All participant-hired workers and employees must provide a valid email address to GT Independence. This step is required by DHS. This email address is used to assign a specific “EVV ID” number to each participant-hired worker and employee within the State of Wisconsin.  

This email address must be unique to a single worker. One email address cannot be shared by multiple employees or participant-hired worker. You can also use this email address to create your GT Portal and Caregiver app accounts.

IRIS EVV Exemptions

A live-in participant-hired workers is someone who permanently resides in the same residence as the participant. 

Step 1
Download and fill out IRIS Participant-Hired Worker Relationship Identification Form

Step 2
Collect valid proof of address (residency) documents 

Step 3
Send in the completed form and valid proof of address to GT Independence or your IRIS consultant

Family Care EVV Exemptions

A live-in employee is someone who permanently resides in the same residence as the member. 

Step 1
Download and fill out the Family Care EVV Live-in Worker Identification Form

Collect valid proof of address (residency) documents

How does a participant or member tell if a shift is compliant?

    • If it shows Capture Time, the shift is compliant
    • If it does not show Capture Time, the shift is not compliant
    • In the Time Entry Review screen, check Visit Details

    • Sign into your GT Portal account
    • Select Reports from the left-hand navigation menu
    • Run a Shift Detail Report in your preferred format
    • Review the EVV Shift Details

What if there’s a problem accessing smartphones or tablets?

What about Routine Supportive Home Care and Self-Directed Personal Care?

  • Members and Participants

    Employees and participant-hired workers who provide these services (and do not meet live-in qualifications) must use the Caregiver app by GT and use the Active Timer.

    Agencies must also submit EVV data for their caregivers. If you use a provider agency, confirm that they are using EVV. GT is legally required to deny any provider agency claims that do not have the required EVV data starting with dates of service on 5/1/2023. 

  • Employees and PHWs

    Employees and participant-hired workers who provide these services (and do not meet live-in qualifications) must use the Caregiver app by GT. Always use the Active Timer to clock in and out at the correct times.

  • Agencies

    Agencies must also submit EVV data for their workers. If you’re a provider agency, confirm that you’re using the required EVV. GT is legally required to deny any provider agency claims that do not have the required EVV data starting with dates of service on 5/1/2023. For more information on EVV for Provider Agencies, please visit the DHS website.
